A bad experience in the vice consulate in Italy in Barquisimeto

There are moments in life, when you think that the mistreatment of a public official could not be worse, that you arrive and you find yourself with possibly the worst of all. Since this is a self-referencing rule, it is likely that this story can be surpassed. But not at the moment.

On September 11, 2007, I will get a new Italian passport at the Italian Vice Consulate in – Barquisimeto (LARA State). A calm day. The treatment that a lady who works there gave me was really very good. Deliver all the requirements, old passport, photocopy of the identity card, marriage certificate and Bs. 300,000 about 95 euros (for taxes and stuff). The wait was relatively normal, about two hours (not much for other times I've had in Venezuela). They inform me that the process can last about 2 months, maybe a little more.

That day I was extremely lucky not to deal directly with the secretary of the Consulate, the lawyer Carmine Eduardo Petrilli Stelluto. Unfortunately other Italian ladies did not have the same luck. A few simple questions on their part, about a suitcase that would be sent to Italy, turned into a whole poetry of boorishness, bad treatment, rudeness and lack of patience, on the part of the official in question. Result for the ladies, a completely unnecessary wait for hours, in addition to the bad time and the respective discussions.

Time passes. More than two months pass.

In the hope of having my passport ready, I go to the consulate (11-13-2007). The lady takes care of me again in a pleasant way, but tells me that there have been delays and the passport could not be sent to Caracas for renewal, that it will probably be ready for the second week of December, but that she still cannot assure me of anything. I have a trip scheduled for the first week of December and waiting is not an option. It would no longer be two months, it would be 3 and a half months.

I demand a little more detailed explanation. Which is not given in any way. I prefer to ask for my documents to go to Caracas to get my passport. At that moment, the distinguished Mr. Carmine Petrilli takes a deep breath and automatically becomes the most arrogant and loutish human being that can exist on the face of the earth. He does not give me any kind of explanation, apparently it is very mundane, to inform an Italian citizen, because his documents were never sent to Caracas for the processing of the new passport.

No halftone is possible. The super-power "of being the official in charge" is activated, becoming the superhero of mistreatment and lack of education. Without giving me the slightest explanation of anything, emitting sounds-scolding and contemptuous looks, he tells me that he is busy and closes the door in my face. The nice lady (at this time and compared to the gentleman in question, the nicest person in the world) returns my documents, without giving me the money I paid, more than two months ago. Let him come on Thursday, they tell me, for the delivery of the money.

No one seems to care what happened. I really don't understand the process to get the passport. How is it possible that a procedure in Barquisimeto takes 3 and a half months, and the same thing in Caracas takes a week? Are we in the 21st century or in the Middle Ages? Is it a policy of the Caracas Consulate or is it inefficiency of local officials? Is someone who lives in Caracas more Italian than in the interior of Venezuela? All unanswered questions.

Of course, I have to travel to Caracas to get my passport, the Consulate in Caracas is closed on Wednesday, but I can be in Caracas early Thursday to get the new passport. But I can't be in two places at the same time. Look for the money at the vice consulate in Barquisimeto and get my passport in Caracas.

I ask that they give me the money and I indicate that on Thursday I cannot go to look for it because I will be traveling in Caracas. I inform that I can safely wait for someone to go to the bank or give me a check. Mr. Carmine Petrilli makes maximum use of his creativity, to make a gesture, touching his pockets, indicating that he has no money, and he shouts a little to emphasize: I have no money. If you want, I can stay there waiting until Thursday, sitting down. A really arrogant attitude, and out of place.

Not only is it inefficient in the sense of having my documents archived for two months, without being sent to the universe where passports are renewed , but that he flaunts the worst manners in the world and treats me as if I were a human wreck and he was doing me the biggest favor of all. I ask the gentleman what his name is, to make a formal complaint, and in my naivety, a complaint. Better not. Mr. Petrilli, believing himself to be more powerful than Hiro Nakamura, almost mocking my face, cordially gives me a photocopy of his identity card. Activating the superpower of "believing himself unpunished in the face of his eternal mistreatment of the people he has to help", in his role as a public servant, of a Republic like the Italian one.

Current status, Tuesday afternoon today. It's just that I feel cheated by an Italian vice consulate. I have my documents so I can go to Caracas on Thursday and get my passport, which oh! (magic of the world capitals) will be ready in 1 week. But I don't have the money I paid for an official procedure that has never been carried out, nor do I have the new passport, much less an official apology. That if I have two months lost in nothing.

In this vice consulate there is an honorary consul, which I have never seen in all the opportunities I have attended, or at least that is what the website of the Italian Consulate in Caracas says.
