Pantheon from where they took Tadeo, with clandestine access

The lack of surveillance in pantheons in the capital has allowed anyone to enter by breaking down part of the perimeter walls or bars, through which they can jump inside without any restrictions.

The bad conditions could be noticed in cemeteries such as San Nicolás Tolentino and San Lorenzo Tezonco, in Iztapalapa, where the fences have large holes and around them the smell of dead animals and visible objects used for Santeria could be perceived.

“Here they come to do a lot of things, they leave boxes with headless dogs, roosters, everything,” said one of the workers at a store located on Panteón street, on one side of San Nicolás Tolentino.

According to the testimony, “they dig the holes again, and say that it already has bars on top [of the fence].”

This problem was found in both cemeteries. People tear down pieces of the fences that outline the perimeter to enter at night.

Testimonies collected indicate that this is commonly done by people who dedicate themselves to Santeria, since they throw different objects and effigies.

One of the people pointed out that on Panteón street, next to San Nicolás Tolentino, the fence lasted four months with a hole, then it was covered, but they made another one again.

In San Lorenzo Tezonco, people have not heard of the theft of bones from tombs, but they know that anyone can be corruptible.

“We see many open graves, but we don't know if it's because they were stolen or the relatives have already taken the bodies,” said a man who visited his father in San Lorenzo Tezonco.

In a tour of this cemetery, several open graves were found, with clothes, garbage or other objects inside.

This, according to visitors, creates uncertainty because they don't know if the cycle of bodies in the pantheon ended, which is seven years old, or someone desecrated them.

This cemetery only has three watchmen, all of them elderly, said a person from the administration of the cemetery, as far as a person went to claim that the grave of his relative had holes and they did not finish covering it.

The mayoress of Iztapalapa, Clara Brugada, reported that she has not received reports of theft of bones or similar events such as the one that occurred with baby Tadeo, whose remains were taken from the San Nicolás Tolentino cemetery and transferred to a prison in Puebla.

He announced that on Friday he will tour the cemeteries of the mayor's office to find out the conditions and implement the surveillance and security strategy that he will carry out in the area, even with the use of drones.

For his part, the mayor of Gustavo A. Madero, Francisco Chíguil, pointed out that he will strengthen surveillance in cemeteries: “There are those who do other types of activities and their raw material is different, they are graves, so you have to watch more.

“We are defining this at the security tables that we have every day in the city halls, so that they can have permanent surveillance.”

There is a lack of vigilance and cleanliness

Given the proposal by the Head of Government, Claudia Sheinbaum Pardo, that this week the Legal Department will present the project to update the regulations for pantheons in the capital, Brugada and Chíguil They agreed that it is urgent to provide greater surveillance.

Among the problems detected are the modernization of the registry digitization system that is still carried out with typewriters, clean-up actions, and combating the illegal opening of graves.

The mayor of Iztacalco, Armando Quintero, assured that the modernization of the cemetery regulations "is a very delicate issue," since it has been attempted three times and has remained stuck in the legislature.

The morenista from Milpa Alta, Judith Venegas, assured that they are aware that greater vigilance is required, “as Quintero explained, it is not from us. It depends on the proposals and who approves it.”
