Pedro Sánchez announces that the Government has already fulfilled 50% of its investiture commitments in the first two years of the legislature

The report concludes that the Government has already fulfilled 50.2% of the commitments made by the Chief Executive in his inauguration speech before Parliament.

Sánchez stressed that, despite all the difficulties that we have encountered as a nation, "the Executive is advancing and complying with its road map and with the commitments acquired before the citizenry", continuing with its "reformist impulse". "The pandemic has not been a brake but an accelerator to promote the reforms and social advances that Spain needs," he added.

In this sense, he pointed out that the first half of the legislature has been characterized "by progress and social and institutional agreements, social commitment and the progressive overcoming of the pandemic, democratic regeneration and respect as a way of doing politics, political stability and the confidence that emanates from it, the commitment to a Spain united in its rich diversity and the commitment to a Europe in solidarity with the pandemic".

He gave as an example reforms as important as the labor and pension reforms; the modernization of our education and professional training system; the strengthening of our National Health and Science System; the fight against child poverty, thanks to the Minimum Vital Income; the Euthanasia law, or the decided commitment to digitization, renewable energies and the Climate Change Law. "Inclusive reforms and advances with a vocation to last over time, since they have the support and agreement of the social agents, and of the majority of political forces that have understood that this is a time to pitch in and leave a side their legitimate partisan interests", stressed Sánchez. To all those who have made these advances possible in the form of agreements, he thanked them "for thinking of their country before themselves."

In relation to the 13 agreements in the framework of social dialogue, the president added that "politics must take good note of the good performance of our social agents and make political debate a space for agreement and encounter. Also for the legitimate discrepancy, but based on the respect to the adversary and in the good education", said.

He has also highlighted successful policies such as ERTE, benefits for the self-employed, ICO loans and the social shield, which have saved lives and jobs, as well as the "strong growth" of the Spanish economy and employment data , with 20 million employed and 9 chained months of decrease in unemployment. He also valued the rise in the SMI, equal pay between men and women, or the recognition of new labor rights for workers on digital platforms. All this proves that "the progressive way out of the crisis is not only more equitable but also more efficient from the economic point of view."

During his appearance, the Chief Executive remarked that the Government guarantees the political stability that Spain needs and will do so with full compliance with the legislature and having approved two successive budgets, "something that has not happened since 2014". A stability that the Spanish are grateful for and that is recognized in Europe, since we have been the first country to receive a first payment of 10,000 million euros from European funds. For this reason, Sánchez asked that together "we take care of the European project, committing ourselves to it and contributing to its strengthening, each from their responsibilities, and always, always, always, speaking well of the role of Spain as a builder of the new Europe that we want ".

Vaccination: a success for the country

Within the balance of 2021, Sánchez stressed that this year has been marked by one of our greatest successes as a country: vaccination. Thus, he recalled that if just a year ago the first person in Spain was vaccinated, "today almost 38 million people are vaccinated, which means that 9 out of 10 people over 12 years of age have the complete regimen." "A success that Spain will repeat with the booster vaccination of the entire population and our boys and girls from 5 to 11 years old", which will make us once again "an example in vaccination for the rest of the world", he pointed out.

The president also pointed out that the government will persevere in its strategy to deal with the omicron variant: vaccination, use of masks and institutional unity. "Thanks to science, prevention and institutional unity, we will face this new variant of COVID with greater guarantees and strengths. The strength of being one of the first countries in the world in vaccination and in responsibility for the massive use of the mask ".

The third edition of the "Complying" Report, presented today, responds to the commitment made by the President of the Government to be accountable to the citizens. This initiative consolidates our country's position at the international vanguard in this matter, allows us to advance in terms of democratic quality and in the culture of public governance and combat political disaffection, subjecting government action to citizen scrutiny, and develop an institutional learning process enriched by public debate.

The methodology applied to prepare this report has been analyzed and validated by a group of twelve independent and prestigious experts from the academic world, who already collaborated in the work of the first semester of 2021.

The main novelties of this edition are associated with the transparency of information, with a new interactive panel on the Moncloa website that all citizens can access. Also included in this edition are the conditions for compliance with the commitments and the sources of verification of the initiatives.

Since the investiture, the Government has assumed 1,481 commitments, of which it has already fulfilled 42.7%. In 2021, 19.3% of the global commitments have been fulfilled, a figure that rises to 26.4% of those acquired in the investiture speech and 24.1% of the commitments signed in the Coalition Agreement Progressive.

Regarding the commitments made by the president in his inauguration speech, 50.2% compliance has already been reached halfway through the legislature.

Regarding the 428 commitments from the Progressive Coalition Agreement, 44.4% of them have already been fulfilled, with an expected evolution for June 2022 that reaches 51.2%. In this area, the compliance forecast made in the previous semester has been exceeded by 2.8%.

On the other hand, 21.3% of the total commitments of the Government are associated with the Recovery, Transformation and Resilience Plan. As of December 31, 27.5% of them have been fulfilled and it is expected that in June 2022 this figure will reach 32.9%.

If we add to the commitments fulfilled those that are currently being worked on, almost all the commitments are activated, now standing at 97.1% of the total.

Compliance by axis

The Report presented today analyzes the most relevant commitments fulfilled and in process for each of the main guidelines of the Government's action: ecological transition, digital transformation, equality of gender and social and territorial cohesion.

Green axis

So far, the Government has complied with 32% of the commitments that form part of the "Green Spain" axis, and it is expected to reach 34.2% in June 2022.

Among the initiatives, the regulations aimed at mitigating the impact of the escalation of natural gas prices in the retail gas and electricity markets stand out; the PERTE of the Electric and Connected Vehicle; the PERTE for Renewable Energies, Hydrogen and Storage; the National Strategy for Green Infrastructure and Ecological Connectivity and Restoration, as well as the roadmaps for Self-consumption and for the Development of Offshore Wind. The green light was also given to the 2030 Safe, Sustainable and Connected Mobility Strategy, and to the Bill that acts on the compensation of CO2 not emitted from the electricity market.

In addition to moving forward with the National Plan for Purification, Sanitation, Efficiency, Savings and Reuse (DSEAR), and having presented the Draft Law on Sustainable Fishing and Fisheries Research, the Government is already working on the preparation of the Strategy for Integral Tourism Sustainability and has released the draft Bill for the Protection and Rights of Animals.

All these actions are added to the Climate Change and Energy Transition Law, the Circular Economy Strategy and the Long-Term Decarbonization Strategy and the Renewable Hydrogen Roadmap.

Digital Spain

The Government is deepening the modernization of the country by promoting the 123 commitments acquired in Digital Transformation, among which close to 40% have already been fulfilled.

Among the measures adopted, the approval of the Startups Bill stands out; the General Telecommunications Law Project; the Digital Bill of Rights; as well as the Strategic Plan of the Labor Inspectorate and Social Security 2021-2023 to promote new technologies and modernization of entities. Along with these reforms, numerous actions have been carried out to deploy 5G, subsidies have been approved for the digital transformation and modernization of the Administrations of Local Entities and the territorial distribution of funds to the Autonomous Communities to promote digital transformation projects in different strategic lines. Likewise, the Royal Decree that regulates the direct granting of subsidies to Spanish public universities for the modernization and digitalization of the Spanish university system and the territorial distribution of the credits managed by the Autonomous Communities for the Program for the digitalization of the educational system has been approved. The second Action Plan of the Spanish Strategy for the Digitization of the agri-food sector has also been launched.

The Government is already working on the Digital Efficiency Law for the Public Justice Service and on the tender for concessions in the 700 MHz band, one of the priorities for the deployment of 5G technology. In addition, the Draft Law that modifies the Law on Science, Law and Innovation, which has been approved by the Council of Ministers, is being processed. Similarly, the Public Administration Digitization Plan, the SME Digitization Plan 2021-2025, the National Digital Skills Plan and the Digital Skills Hub have been presented, and the Digital Kit program is being developed.

Spain without a gender gap

In the fight against the gender gap, of the 110 commitments made, 51.8% of the total have already been fulfilled, while 45.5% are in progress. The forecast is that by June 2022 a compliance percentage of 55.5% will have been reached.

Among the commitments fulfilled in the second semester of 2021 are the approval of the Organic Bill of Comprehensive Guarantee of Sexual Freedom, which is being processed in the Courts; the approval of the order that restores the right in the portfolio of common services of the National Health System of assisted reproduction treatments; the signing in Congress of a new Opinion of the State Pact against Gender Violence to shield its financing and make it permanent, as well as the approval of the Catalog of Urgent Measures of the Improvement and Modernization Plan against Gender Violence.

In addition, other relevant initiatives were the equating of unmarried couples with married couples in terms of widow's pensions; the recognition of victim assistance offices as specialized services for the accreditation of gender violence, or the beginning of the prior public consultation for the reform of the Law on Sexual and Reproductive Health and the voluntary interruption of pregnancy.

In the first semester, the extension of paternity leave from 12 to 16 weeks and the Co-responsible Plan came into effect, endowed with 190 million for the transformation of the care system for boys and girls under 14 years of age. A new supplement linked to maternity and paternity was also created to reduce the current gender gap that occurs in pensions, and an urgent action plan against trafficking and sexual exploitation was launched. Likewise, 24-hour Comprehensive Care Centers for victims of sexual violence were created and the 016 service was expanded to offer information, legal advice and immediate psychosocial care for all forms of violence against women.

Cohesive and inclusive Spain

The Executive has already fulfilled 42.6% of its commitments in terms of social cohesion and 46.7% in the field of territorial cohesion.

In this section we must highlight the COVID-19 vaccination strategy, which has allowed more than 90% of our target population to be vaccinated and high percentages in child vaccination and application of the third dose. It also includes the approval of the labor reform; the Royal Decree by which the SMI is set for 2021; the Draft Law on urgent measures to reduce temporary employment in public employment; the Remote Work Law; the Riders Law and the Draft Law for the Right to Housing.

To this must be added the Law that guarantees the purchasing power of pensions as well as the sustainability of the public system; the Democratic Memory Bill; the Organic Law for the Regulation of Euthanasia; the entry into force of the Education Law (LOMLOE); the Organic Law for the organization and integration of Vocational Training; the Draft Organic Law of the University System; the Draft Law for the real and effective equality of trans people and for the guarantee of the rights of LGTBI people; the Bill that improves the functioning of the food chain; the Bankruptcy Law Reform Bill and the National Security Strategy.

The Organic Law for comprehensive protection of children and adolescents against violence has also been approved; the 2021-2023 Dependency Shock Plan was launched and the Plan containing 130 Measures to face the Demographic Challenge. In addition, within the initiatives for protection and social shield against the pandemic, the ERTE, special aid for self-employed workers and in situations of social and economic vulnerability were extended.

Likewise, the Government is working on improving access to the Minimum Vital Income and has presented the 2022-2023 Primary and Community Care Action Plan; the 2021-2024 Mental Health and COVID-19 Action Plan to address the impact caused by the pandemic, and is processing the Sports Law Project in the General Courts.
